Land clearing & site access
The site is opened up before it is built up: clearing and grubbing to the limits of disturbance, construction entrances and haul roads that survive the whole job, and initial erosion controls in place before the first major cut. Access planned at this stage is what keeps concrete trucks moving in month six, so it is engineered for the end of the project, not just the beginning. Disturbance limits, protected areas, and the stormwater controls the permit requires are built into the clearing plan from day one.
Mass grading & earthwork
Earthwork and excavation bring the site to design grade: cut and fill balanced against the grading plan, building areas brought to subgrade elevation, and drainage shaped so the site sheds water through every construction phase instead of only in the finished condition. Compaction is executed lift by lift to the specification, because everything later in the sequence stands on this work. Cut-fill balance is managed as a cost item — export and import are decisions made on paper, not accidents discovered by the loader operator.
Soil stabilization
Where the geotechnical report calls for it, lime soil stabilization treats expansive or weak subgrade in place — spread, mixed, moisture-conditioned, and compacted to the engineer's rates and depths. Inside a turnkey package, stabilization is scheduled directly against the grading and pad work around it, which is exactly the interface that slips when the scopes are held by separate contractors. Treatment limits, rates, and depths come from the geotechnical engineer, and the treated layer is verified by the project's testing laboratory before anything builds on it.
Underground utilities & drainage
Wet and dry utility systems — water, sanitary, storm, and dry-line conduit — installed at the point in the sequence where trenching does not destroy finished work, with backfill compacted to the same standard as the subgrade around it. Erosion and drainage control is maintained across the life of the job, not just installed once for the preconstruction inspection. Crossings, sleeves, and stub-outs are logged against one control network, so the concrete crew finds them where the drawings say they are.
Pads, roads & finish grading
Building pads built and verified to the geotechnical requirements, roads and paving subgrade shaped to plan, and finish grading that ties pads, paving, and drainage into one surface that works. Supporting scopes such as retaining walls and detention and pond construction are folded in where the plans require them. Every pad is delivered with its verification records, because the next contractor's schedule depends on being able to believe the surface.
Site & structural concrete
The package finishes with commercial concrete: slabs and foundations, equipment pads, and site concrete placed by the same company that built the platform under them. The pour lands on a subgrade with a documented history — who compacted it, when it was tested, how it was protected — which is the cleanest possible handoff to the vertical contractor. It is also the stage where turnkey proves itself: no idle gap between a finished pad and the crew that pours on it.

Turnkey is not a separate step in this sequence — it is the decision to buy the sequence as one thing. Not every project needs every stage: a site with good soils may skip stabilization, and a project with utilities by the municipality may only need the dirt-and-concrete spine. What stays constant is that scopes that touch each other are planned together, by the contractor responsible for both sides of each handoff. The two scopes most sensitive to that planning are the ones deepest in the chain: lime soil stabilization, which must land after grading and utilities but before pads, and commercial concrete, which inherits everything. Where a project calls for specialty scopes outside our self-performed work, we say so plainly during review — the goal is a reliable schedule, not an overreaching promise.
Timing matters as much as order. Stabilized subgrade should not sit exposed through a wet season; trench backfill should be tested before paving traps it; erosion controls must outlive every phase that disturbs soil. What does "turnkey" actually cover — and do we need it?
Turnkey means the civil scopes that touch each other are delivered by one contractor under one contract: clearing, earthwork, stabilization, utilities, drainage, pads, roads, and concrete, in whatever combination the site requires. You need it in proportion to how much interface risk your project carries — a tight schedule, a remote site, expansive soils, or a civil package that would otherwise split across four or five trades are all signals that single-source delivery will pay for itself in sequencing alone. A simple site with one dominant scope may genuinely not need it, and we will say so. The practical test: count the contractors your civil scope currently requires, then count the interfaces between them — each interface is a schedule and responsibility risk you are presently self-managing.
How do you manage the interfaces between scopes?
By owning both sides of each one. Grade handoffs are surveyed and documented once, against one control network. Utility crossings are trenched before stabilization so treated subgrade is never cut open. Trench backfill under future slabs is compacted by the same company that will pour over it. Erosion controls are maintained continuously across phases rather than reinstalled per trade. And one superintendent owns the calendar, so the day a stage finishes, the next crew's mobilization is already scheduled — because it is our crew. None of this is heroic coordination; it is simply what sequencing looks like when the handoffs are internal.
Who sets the specifications, and who verifies the work?
The project's engineer of record and geotechnical engineer set the design and acceptance criteria — grades, compaction requirements, treatment rates, mix designs — and the project's third-party testing laboratory verifies each stage: density and moisture on earthwork and stabilization, materials testing on concrete. TerraTek executes to those criteria; we do not self-certify our own work. Permits and inspection logistics vary by project and contract structure, and responsibilities are defined explicitly during project review so nothing lives in an assumption. That separation is deliberate and we prefer it — independent verification is what makes a stage handoff worth relying on.
Do we have to buy the full package?
No. Every scope in the sequence is also available stand-alone — many clients start with a single scope like stabilization or a pad and expand from there once the sequencing benefit is visible on their own schedule. The package flexes in the other direction too: if the municipality is bringing the utilities, turnkey simply means everything else. Bid it the way your project is structured today; the package can grow at the next phase.
